NOTICE IS HEREBY GIVEN that sealed bids will be received by the Purchasing Agent, or designated representative, for the Township of Toms River, County of Ocean, State of New Jersey on FEBRUARY 16, 2012 at 11:00 AM prevailing time, in the Leonard G. Lomell Meeting Room, Township of Toms River Municipal Complex, 33 Washington Street, Toms River, NJ then publicly opened and read aloud for the following:

Specifications or any additional information may be obtained at the Purchasing Office, (732) 341-1000, ext. 8202 or 8226 during regular business hours, 8:30 a.m. to 4:30 p.m., Monday thru Friday, excluding holidays, upon proper notice and payment of a non-refundable fee of $10.00 per bid package.  All bids must be submitted on the bid proposal form, and must conform to the specifications, terms, and conditions for a fair and open contract

Bids shall be submitted in a sealed envelope, bearing the name and address of the bid and shall plainly marked to indicate the subject of the bid, and addressed to the Purchasing Agent, Municipal Building, 33 Washington Street, Toms River, New Jersey 08753. 

Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 (P.L. 1975, Chapter 127) and N.J.A.C. 17:27 et seq. and with P.L. 1977, Chapter 33, requiring stockholder’s and partnership names.

The Township reserves the right to reject any or all bids, or any part thereof, waive informalities therein, and to award the bid in the best interest of the Township.

ADDENDUM #I - DATED JANUARY 30, 2012

CONSTRUCTION OF THE NEW ANIMAL SHELTER, EXPANSION OF THE MUNICIPAL COURT, VARIOUS ASSOCIATED SITE IMPROVEMENTS & IMPROVEMENTS TO THE BUILDING FAÇADE A THE LAW ENFORCEMENT CENTER
Bid Specifications Are Amended As Follows:


1. On Link to Full Specifications - Bonding Language has been changed under BONDS on Page IB 6 of the bid document with regard to Performance and Labor and Materials Bonds. Maintenance Bonds remain the same. Paragraph now reads:
Performance and Labor and Material Payment Bonds must be furnished simultaneously with the delivery of the executed contract by the successful Bidder and shall remain in effect until completion of Contract and acceptance by the Owner.
2. On Link to Plans – Animal Shelter Plans Page A-4a was omitted. Page A-4a was emailed to registered bidders and is included in this Addendum I.

Lomell Meeting Room, Township of Toms River Municipal Complex, 33 Washington Street, Toms River, NJ then publicly opened and read aloud for the following:

CONSTRUCTION OF THE NEW ANIMAL SHELTER, EXPANSION OF THE MUNICIPAL COURT, VARIOUS ASSOCIATED SITE IMPROVEMENTS & IMPROVEMENTS TO THE BUILDING FAÇADE AT THE LAW ENFORCEMENT CENTER

Specifications and any additional information may be obtained in electronic format only from the Purchasing Division, (732) 341-1000, ext. 8202 or 8226 during regular business hours, 8:30 a.m. to 4:30 p.m., Monday thru Friday, excluding holidays, as follows:

Once the bidder provides his/her contact information by calling the Purchasing Office for the purpose of maintaining a bidder’s list, an internet link will be emailed to the bidder for download access to all plans and specifications in PDF (Portable Document Format) at No Charge.

Bidders that do not have access to the internet can purchase a CD for a fee of $25.00 in the Purchasing Office (bidders must call in advance if they require a CD). Only bidders that have provided their contact information will be allowed to submit bids.

*A Pre-Bid Meeting will take place on January 27, 2012 at 10:00 AM prevailing time at the Municipal Court 255 Oak Avenue, Toms River, NJ.  All bidders must attend the Pre-Bid Meeting.  Plans will not be available for pickup on that day.  Any questions from bidders must be submitted in writing to the undersigned no later than 2:00 PM on February 10, 2012. No questions will be answered after that date.

Each bid must be made on the prescribed forms furnished with the Contract Drawings and Specifications, including the Non-collusion Affidavit, Consent to Investigate, Bidder’s Qualification Form, Affirmative Action Acknowledgment, Ownership Disclosure Statement, Notice of Addenda, List of Subcontractors, Checklist, and other included forms, and must be accompanied by a Consent of Surety and a Certified Check, Cashier's Check or Bid Bond of not less than ten (10%) percent of the amount bid, and not to exceed $20,000.00.  Bids may be submitted by mail, but will be considered only if received on or before the date and time specified.  The Township will not assume responsibility for bids forwarded through the mail if lost in transit at any time before bid opening.  No bids will be received after the time set forth above.

Bidders are required to comply with the requirements of PL 1975, c.127 (NJAC 17:27), and PL 1977, c.33 as amended; the New Jersey Business Registration Certificate Law, P.L. 2004,c. 57, as amended; and the Public Works Contractor Registration Act, P.L. 1999,c. 238, as amended.

The Township reserves the right to reject any and all bids, to waive immaterial informalities, and/or to accept the bid which, in the opinion of the Township, will be in the best interest of the Township, all in accordance with the New Jersey Public Contracts Law, N.J.S.A. 40A:11-1 et. seq.
