Community Development
Overview
The Division of Community Development is responsible for managing the US Department of Housing and Urban Development (HUD) Community Development Block Grant Program (CDBG) program which funds nonprofits for various services, the Township's Housing Rehabilitation Program and microenterprise grant program. Funds are utilized by program recipients to provide services to low and moderate income individuals in accordance with HUD guidelines and regulations.
The Division of Community Development is also responsible for managing the Township's Affordable Housing Trust Fund. Funds are spent in accordance with an court approved Spending Plan. All low/moderate income housing projects with 30-year affordability restrictions are identified in the Township's Housing Plan, approved and certified by the court system. The Township ensures that all housing units are made available to all members of the community by complying with affirmative marketing plan.

Affordable Housing Administrative Agent
Frank Piazza and associates is the Township's Affordable Housing Administrative agent. The Affordable Housing Administrator is responsible for ensuring that housing projects with affordability controls are following income qualification and marketing requirements established by the Council on Affordable Housing (COAH). Toms River Township is a US Department of Housing and Urban Development Entitlement Community. This means that the Township receives funding directly from the US Department of Housing and Urban Development for Community Development Block Grant (CDBG) Funding. The Township is also a member of the Ocean County Consortium for HOME funding, which allows residents to utilize HOME funded programs that are administered by Ocean County.
The Township of Toms River Prepares Analysis of Impediments, 5-Year Comprehensive Plans, Action Plans, CAPER and numerous reporting documents to ensure compliance with federal regulations. The Township with the assistance of the Mayor's Affordable and Fair Housing Committee selects nonprofits and organizations for funding. Program funds are administered by the Division of Community Development.

The Township operates a Housing Rehabilitation program to assist low-moderate income households with owner-occupied single family dwellings to repair the dwelling and bring it back into code compliance. The program requires a ten (10) - year affordability control on the forgivable loan. About:
The Township of Toms River operates a Micro-Enterprise Grant Program when funding allows. The program is funded with Community Development Block Grant Funding. Eligible businesses are business with 5 or fewer employees (including owners) and that are low/moderate income or creating new jobs of which 51% will be for low/moderate income employees. The intent of the program is to assist small startups to begin and grow their business.
In 2019 one $5,000 grant was awarded. The program has been reopened to accept applications for the two remaining grants. The maximum request per business is $5,000. Applications will be accepted until November 22, 2019. More information is provided in the links below:
